各位嘉宾：
在全体参会代表的共同努力下，本次“一带一路”及大湄公河次区域合作国际研讨会已完成各项议程,接近尾声。
本次研讨会是我馆首次与清迈大学、清莱皇太后大学三方共同举办的一次国际会议。研讨会筹备工作充分、参与范围广泛、会议成果丰硕、各界反响热烈。我认为，本次研讨会达到了预期目的，取得圆满成功。
作为会议举办方，我们制定的各项议题紧扣大湄公河次区域各国普遍关心的问题，努力为各国搭乘中国“一带一路”建设快车明确方向，积极为各方开展务实合作提供思路。在今天上午的全会和下午的分组会议中，参会各方围绕“澜湄走廊,智慧崛起”这个主题，从经贸合作、旅游、农业、基础设施建设、互联互通、智慧城市、文化遗产等方面，广泛而深入地交换了看法，碰撞出很多智慧的火花，提出不少有益的建议。
程连元书记、威塔瓦副常秘等多位嘉宾在主旨演讲及全会发言中，从不同角度介绍了他们对“一带一路”、澜湄合作、大湄公河次区域合作等问题的独到见解，发人深思。
其他代表在圆桌会议上分别就经贸与物流、科技与智慧城市、旅游、文化与世界遗产等议题积极参与讨论，为在“一带一路”框架下，深化中泰友好务实合作，提出很多好的思路和方法。
此外，研讨会还利用午餐时间举办了“智慧城市”主题边会、企业对接会及新书发布会等活动，最大限度地发挥了本次研讨会作为各方交流平台的作用。
我认为，本次研讨会有以下突出意义和成果：
一是交流共享。本次研讨会秉承开放包容、互学互鉴的丝路精神，为各方搭建了一个交流的平台。来自中泰两国及有关国家和国际组织的政府、地区专家学者、企业、媒体等各界400余名代表积极参与，并围绕“澜湄走廊、智慧崛起”主题各抒己见。各方达成了一个共识：参与“一带一路”建设是大湄公河次区域各国发展的共同需求，推进 “一带一路”建设需要各国的通力合作，发展“一带一路”建设必将为各国人民带来实实在在的好处。
二是合作共赢。中泰双方与会代表均希望加强中国“一带一路”建设和泰国东部经济走廊建设对接等发展战略，拓展双边务实合作领域，推进中泰铁路项目等基础设施建设，挖掘两国在高科技、互联网、人文等领域合作的新潜力，推动双方在澜湄机制框架下的交流合作，带动整个次区域发展。其中，还有不少企业和机构彼此建立了合作意向。此外，民心相通是“一带一路”建设的重要内容，各方表示愿推动大湄公河次区域国家开展文化、旅游、教育、艺术等人文合作项目，不断夯实民意基础，共建和平友谊之路。
三是机制共建。会上，多位嘉宾对在泰北地区构建“一带一路”及“澜湄合作”机制化的交流合作平台提出了看法和建议，认为本次研讨会主题明确、议题广泛、效果良好，是在泰北地区共建互利共赢经贸伙伴关系、分享中国机遇的“邀请函”，是加强创新合作、促进人文交流的“连心桥”。接下来，我们将广泛征求各方意见，凝聚各方力量，共同将研讨会打造成一个品牌项目和特色机制，不断引导泰北地区参与“一带一路”及“澜湄合作”向更加务实的方向发展。

With the joint efforts of all the participants, we have completed all the agenda items and are approaching the end of this conference.
This is the first time that the Chinese Consulate General in Chiang Mai jointly organized an international conference with Chiang Mai University and Mae Fah Luang University. The conference was well prepared, widely participated, very fruitful and warmly received by all parties. I thought this conference had achieved the desired goal and was a great success.
As the organizers of the conference, we have formulated the agenda items that are closely related to the common concern of all the GMS countries, and strive to indicate a clear direction for them to take a lift of B&R and carry out pragmatic cooperation with each other.
During the plenary session in the morning and the panel sessions in the afternoon, all the participants, focusing on the theme "Lancang Jiang-Mekong River: Rising Smart Corridor", have brainstormed on economic and trade cooperation, tourism, agriculture, infrastructure construction, connectivity, smart city, cultural heritage and so on, and put forward a lot of useful suggestions.
Mr. Cheng Lianyuan, Mr. Vitavas and other dignitaries, in their keynote and plenary speeches, shared a lot of insightful and thought-provoking views on B&R, Lancang-Mekong Cooperation, Greater Mekong sub-regional cooperation and other issues from different angles.
Other delegates actively exchanged views at the panel sessions on such issues as trade and logistics, science and technology and smart city, tourism, culture and world heritage. Many good ideas and ways have been proposed to deepen friendship and pragmatic cooperation between China and Thailand within the framework of B&R.
In addition, we also took advantage of the lunch hour and held some side events such as Smart City Exhibition, Business Matching and new book launching. These events have enabled the meaningful participation of all the representatives.
In my opinion, this conference has achieved the following outstanding significance and results:
First, communication and co-share. Consistent with the Silk Road spirit of openness, inclusiveness and mutual learning, this conference intended to build a platform of communication. Nearly 400 representatives from government, think tanks, business and media both from China and Thailand and other countries and some international organizations attended this conference and exchanged views on the theme of the conference "Lancang Jiang-Mekong River: Rising Smart Corridor". Participants have reached a consensus: participating in the B&R construction is the common need of the GMS countries, promoting the B&R construction needs the full cooperation of the GMS countries, and developing the B&R construction will bring about tangible benefits to the people of the GMS countries.
Second, win-win cooperation. Participants from both China and Thailand all expressed the hope to strengthen the docking of B&R construction and EEC and other development strategies, broaden bilateral pragmatic development scope, promote Sino-Thai railway projects and other infrastructure construction, dig the new potentials in areas such as hi-tech, internet and people-to-people exchanges, promote exchanges and cooperation under the LMC framework, thus leading the development of the Sub-region. Some of the participating enterprises and institutions have built up their intent of cooperation. Besides, people-to-people bonds is an important content of the B&R construction. All sides are ready to promote GMS countries cooperation in areas of culture, tourism, education, art, etc., continuously solidify the foundation of public opinion, and jointly construct the road of peace and friendship.
Third, mechanism construction. Quite some participants have shared their views and put forward suggestions on building a mechanism platform for B&R and LMC in Northern Thailand. They believe that this conference has a clear theme, broad agenda, and encouraging outcome. It serves as an “invitation letter” for jointly building the mutual beneficial and win-win economic and trade partnership and sharing the opportunities of China’s development. It is also a “heart-to-heart bridge” for innovation cooperation and strengthen people-to-people exchange. Afterwards, we will solicit opinions from all sides, integrate all the concerned parties and strive to forge this conference into a brand project and a unique mechanism. Hope this will be conducive for Northern Thailand to participate in the B&R construction and the LMC in a more pragmatic way.
